Floods in Jakarta Paralyzing the City

Floods in Jakarta, February 9th 2015. Paralyzing the city of 14 million people. The Presidential Palace in Jakarta also trapped in floods. So is the Jakarta City Hall. People cannot go to work there.
The Governor of Jakarta, Basuki Tjahaja Purnama used to called Ahok are blaming that someone sabotage "his work" so Jakarta is still flooded today.

I wonder who can sabotage to flood the Giant City?
Is it a real sabotage or just the imagination of Mr Incompetent?

Indonesia's army deployed rubber boats in the capital's business district to rescue people trapped in floods that inundated much of the city of 14 million people. The floods were the most widespread to hit Jakarta in recent memory. Authorities said at least four people were killed and 20,000 evacuated. Few areas in the city were spared, from wealthy suburbs to riverside slums and gleaming downtown business blocks.
